It’s true that everyone who’s on Deathloop is stuck in a time loop on their own island, but it’s also true that Deathloop itself is part of a larger time loop, and everyone on Deathloop is involved in that time loop. Everyone who is involved in the time loop is stuck on the island, so they have to be involved in the time loop.
