This property is called “text-color” and it can have one of two values, “text-color” and “foreground-color.” The text color is set by the first value and the foreground color by the second.

Text-color is the color of the text itself, the foreground is the color of the foreground. In the context of the HTML page, it looks like foreground-color is the color of the foreground: the text. As a result of this, foreground-color is often used as shorthand for text-color.
